Abstract
The reform of the public personnel is always accompanied with the public administration reform. How to get the equilibrium between the span of control and the scale of the government remains an unexplained question. This article focuses on the factors including incentive mechanism and public service motivation to measure the relationship between the span and scale of governmental control. The data used for this research have been obtained from the Ministry of Environmental Protection of China and the State Commission Office of Public Sectors Reform. The data obtained ranged from 2005 to 2013 and were analyzed to explore the tendency of public personnel reform in environmental regulation sector in China.
