Abstract
The purpose of this article is to compare employment practices regarding persons with disabilities in the Korean government with practices in the American federal government in order to discover practical reform measures for promoting the employment of persons with disabilities in Korea. The employment of persons with disabilities is affected by each society's perspective on disability. In recent years, the Korean government promoted the employment of persons with disabilities, but data shows that very slow change and various barriers against the employment of persons with disabilities still remain salient. In order to make a more realistic impact on the employment of persons with disabilities, a paradigm shift in disability policy must take place in the Korean government.
