Abstract
New civil service demonstration projects are necessary to drive continuous improvements in human capital management. Current discussions about civil service reform center on concepts that are embedded in 20–year old demonstration projects, concepts such as pay banding and pay for individual performance. More recent demonstration projects test modest variations to these well-established concepts. New demonstration projects that test fresh concepts will generate lessons for the next wave of civil service reform.
