Sanders reports on the recent survey of chief state school officers to assess state policies that influence the quality of teachers and teaching. The recommen dations developed as a result of the survey focus on issues, trends, and strategies for attracting, preparing, licensing, and retraining competent persons for the teaching profession. Twenty-one of the recommendations are presented with the intent of guiding state educational policy and strengthen ing teacher preparation.
