Should higher education be rationed to accommodate the manpower requirements of the U.S. economy? Or, if free choice is continued, will students make vocational selections that will maintain a balance between supply and demand in the labor market? Chancellor Bowen cites eight "misconceptions" that, in his view, may be lead ing the United States to a faulty and costly choice between alternatives.
