The purpose of this paper is to review the status of state-wide activities in the development of master plans for education of exceptional individuals. The paper includes: (1) the need for state master plans and the context within which they are being developed, (2) a review of the status of and the process involved in planning in the various states and territories of the US, and (3) analysis of the content of the various plans.
