The purpose of this paper is to present an overview of the California Master Plan for Special Education, a conceptual document designed to guide the development of special education in the state. The paper is divided into four main parts: (1) The historical and contemporary context within which the Master Plan was developed; (2) Development of the Master Plan; (3) The major provisions of the Master Plan; (4) Implementation.
