Abstract
The evaluation of a campaign designed to promote mental health among young offenders in all 24 young offender institutions in England is described. The campaign consisted of a postcard for use with young offenders, and two factsheets, one for prison staff and the other for inmates. The development of the materials was not informed by a needs assessment. The campaign lacked clear aims and objectives, thus contributing to confusion at the level of oper ation. Staff in the institutions saw the campaign materials as relating to World Mental Health Day and not possessing any relevance or use beyond this date. Written materials, while playing an important role in a campaign, are no substitute for clear guidance to members of staff on their role.
