A history of the development of standards for personnel preparation at the graduate level is presented. The roles played by the Professional Training Institutes, the Professional Development Division of professional standards for graduate programs in gifted education are described as is their relationship to the standards of the National Council for the Acereditation of Teacher Education (NCATE).
