An American Foundation for Overseas Blind consultant's report on one of America's –People to People 1. programs depicts the planning and launching of a program of education for blind children in a developing nation through the cooperation of governments, international aid agencies, and local agencies. It is postulated that special education could be provided for all handicapped children in developing nations throughout the free world by international cooperation.
