Abstract
The Department of Health, Education, and Welfare carries major responsibility for implementation of the recommendations made by the President's Panel on Mental Retardation. The department's mental retardation program includes activities related to research, studies, demonstrations, training of professional personnel, services, construction, planning, and income maintenance. Many of these programs are included in the 1963 mental retardation legislation; others operate under authority existing prior to the enactment of these laws.
