Abstract
The Honorable Carl Elliott is a member of the Congress of the United States, representing the Seventh District, Alabama, in the House of Representatives. He is chairman of the House Subcommittee on Spcial Education. Congressman Elliott presented this speech to the New York State Federation of Chapters of the Council for Exceptional Children on October 30, 1959, in New York City.
