Abstract
In June 2016, the United States Congress passed and the President signed legislation revising the Toxic Substances Control Act (TSCA) for the first time in 40 years. The bill makes major changes in the regulation of chemicals in the United States. The commercial use of microorganisms to manufacture fuels, chemicals, and other industrial products not regulated under other federal statutes are potentially subject to existing Environmental Protection Agency (EPA) regulations under TSCA. Although the new legislation, H.R. 2576, changes many aspects of EPA's program of chemical regulation under TSCA, its impact on EPA's biotechnology programs will be more limited. However, the new law may affect the way biotechnology notices are reviewed and handled by the Agency.
