Abstract
To help marginalized people break out of their cycle of oppression and poverty we need to implement long term integrated policies focusing on all four of their environments: material, physiological, personal and social. This paper will present a policy framework, The Policy Mandala, and illustrate its usefulness with the comparative experience of Dalits (Scheduled Castes) in India and ALANA (African Latino Asian and Native American) people in the USA, in their struggle for economic and social liberation.
