At the 21 June plenary meeting of the Second Session of the Fifth National People's Cong ress, Vice-Premier and Minister-in-Charge of the State Planning Commission Yu QIULI delivered a report on the draft of the 1979 national economic plan, which is in three parts. Following is the full text of the second part. The content of the first part 'New Successes in the Development of the National Economy in 1978' is contained in the 'Communique on Fulfilment of China's 1978 National Economic Plan' (see BEIJING REVIEW, no. 27, pp. 37-41) and the third part 'Unite As One and Go All Out To Fulfil and Overfulfil the 1979 Plan' concerns guidelines for domestic work. — EDITOR
