A statistician in transition: Differences between an official statistician in a planned economy and in a market one

Abstract

The paper discusses the differences in the role of statistics in a communist and a democratic country. From these differences arise implications for the work and outlook of official statisticians in the two systems. A brief summary of the transition process, which has been overcoming these differences in the last six years in the Czech Republic, follows.
