Abstract
In this report I plan to: identify the method employed in preparing the paper, treating briefly some problems of definition which limit the focus of this review; describe and characterize replies received from several organizations which were sent and responded to inquiry letters, and others whose work is related and known to the writer; and finally, drawn from the UNESCO programme experience, suggest a general framework and content outline which appears to fit the context for international and regional management courses.
