Abstract
In this paper we discuss the frame problem in theory and in practice. The frame problem is that of effectively representing inertia. The semantic principle corresponding to inertia is Chronological Minimisation (CM). So if we reason in accordance with CM the frame problem does not arise. Shoham (1988) provides the basis of a theoretical framework in which this can be done, and Wilkins (1988) provides the basis of a practical approach. We argue that Shoham's approach can be extended and used to give a principled basis for Wilkins's approach. Consequently the frame problem is not a problem in theory or in practice.
