Abstract
Intermodal and multimodal freight policy, planning, and programming in state agencies in the decade since passage of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) are summarized, providing a snapshot of state freight activities in the early 21st century and supplementing previous reports. Freight policy, planning, and programming requirements in ISTEA and the Transportation Equity Act for the 21st Century are reviewed. Freight efforts recently completed or under way in state agencies, primarily state transportation agencies, are summarized. The summary focuses on freight studies and plans, freight offices or programs, and selected information obtained from responses to a survey of state transportation agencies. The report may be useful to groups advocating freight agendas, developing freight outreach programs and future research ideas, or preparing recommendations for federal or state legislation.
