The proposition will be made in this paper, that the outcomes focus in mental health is not merely a passing political fad, destined to go the way of trends in terminology changes in health such as patients, customers, consumers etc. It is a challenge to service hinders and providers to make a difference to the health of the population being served. Its foundations lie in three main themes.
