THIS is the second and concluding installment of an article presented on behalf of MENC Commission VIII, Music in the Community, of which the author is chairman. Sections I and II of the article appeared in the September-October issue of this magazine. Dr. Kaplan is assistant professor in the sociology and music departments at the University of Illinois.
