Abstract
The purpose of this study is to investigate how Swedish school principals understand basic ethical values, important in generating a fulfilment of the 1994 Swedish national curriculum (a new curriculum was launched in autumn 2011). Two rounds (1998 and 2009) of somewhat different interviews were conducted in the southern part of Sweden. A total of 25 school principals were interviewed. The data analysis techniques chosen are content analysis and metaphor analysis. The main results show that there have been few changes, and the authors ask themselves why. What might a metaphor analysis further expose?
