CEUSRI (Cooperation of Enterprises, Universities and Scientific Research Institutions) is an important measure for the Chinese government to carry out the strategy of rejuvenating the Chinese nation through improvements in science and education. However, there are a series of obstacles unfavorable to this measure, of which lack of governmental support is the most important one. The present paper addresses this issue and describe strategies for persuading the government to support CEUSRI.
