Abstract
The incorporation of behavioral science based program was in itself a major innovation from past naval training and education. Under Admiral Zumwalt, an action research project was undertaken to investigate alternative ways to more fully utilize the people potential of the Navy. The Survey Guided Development method was selected; an operational cycle for utilizing the survey data was developed; the Human Resource Management Centers and Detachments were established to provide the management services of HRM specialists; and the HRM School established at Memphis to insure a training pipeline. Due to the swiftness that pervaded the Navy's HRM program, the curriculum at the HRM School was truly dynamic and itself ever changing in response to feedback from the students and the system. The instructional methodology is the adult learning concept in a small group structure for the twelve week course. Heavy emphasis is placed on group dynamic skill building, communication skills, and data analysis/diagnosis. The school uses video playback of student activities and role play practicums extensively.
