Abstract
Resolution of drug abuse problems is apparently encountering difficulties because of our methods of attacking them. We are, so to speak, putting the cart before the horse in that we are directing more money and effort to treatment and rehabilitation than to prevention. It is time to look at the problem in its proper perspective; namely prevention and a willingness on the part of some of us to admit it exists in our own backyards.
