Public services have been subject to performance measurement through target setting by central government for over two decades. The consequences of this approach have been high-lighted recently in extremely critical reports of what appears to be further evidence of ‘gaming’, the euphemism applied to managing service activity to ensure targets are met, at no matter what cost to the public might be involved.
