Abstract
Projects developed under the KP's flexibility mechanisms must address a range of “hard” and “soft” criteria. Hard criteria, which can be derived directly from the text of the relevant articles of the Protocol, include national and international acceptability, additionality, leakage, and sustainable development. Soft criteria relate to the project developer's ability to implement the technical interventions described in the project documentation. Confidence in the project developer's ability to deliver eligible, tradable benefits is essential to success. To gain such confidence, developers must address the key issues of risk and uncertainty in the design of their projects.
