On 1 July 2012 the Australian Government's comprehensive carbon tax was levied on those
businesses that produce more than 25 Mt annually of greenhouse gas emissions. The evidence
justifying the need for such a tax is examined using the geological record, contemporary
measurements and their interpretation.

The use of the word carbon is misleading as the tax
refers not to the element carbon but to greenhouse gases that are carbon dioxide, methane,
both of which contain carbon, and also smaller quantities of nitrous oxide,
hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride
(SF6).

The water vapour contribution has been calculated
using MODTRAN (University of Chicago on-line calculator) for the three latitude bands
available and setting the atmospheric CO2 concentration to zero from 375 ppm
with no clouds or rain. The result reflects the overlapping infra-red radiation bands of
water vapour and CO2.
