Abstract
This paper presents a methodology for co-ordinating the requirements of policy, technology and marketing into one product design and development strategy. The methodology is based on a matrix structure, onto which is superimposed a flow diagram indicating the process of design and product development. Within the matrix structure, the flow diagram can be tailored to meet the requirements of any company. This model is used in co-operation with a policy management group to effectively discipline and control the complex task of fulfilling market needs with products meeting specifications, available on time and at the right price. The methodology has been implemented by the authors in industry through consultancy activities.
