The nature of the smog problem in California is discussed, with particular reference to the role of motor vehicle emissions. The history of efforts to control air pollution in California is reviewed, from local control programmes for stationary sources to the current state programme for motor vehicle emissions control. The legal framework, present programme, and the present stage of development of control devices are discussed in detail.
