Abstract
At the request of the LFE Committee, this special in-country report was compiled by the author in the days following the March 13, 1992, event. It is both personal and technical in nature and is presented here in full. Readers are advised that topics covered elsewhere in this volume may have been prepared using data made available only after this special in-country report was completed. EERI is grateful to the author for his contribution and insights into problems and effects that only someone in-country could offer.
