Abstract
It is the author's thesis that at present the government of the United States is not effective. Serious economic, social and environmental needs are not dealt with correctly; a more positive view of government must be engendered. He therefore suggests that Americans must be prepared to pay for what they demand, that the civil service must be strengthened, paid adequately and fully utilized. Furthermore, the executive branch needs a new center of leadership.
