Abstract
The personnel preparation of rural based special physical education teachers should be premised on a proactive approach of the notion of universal excellence, rural transfer and adaptation strategies, and resident generalization. Success of rural based preservice programs will require increased fiscal support by the U.S. Education Department due to greater costs for teacher education. Additional factors in quality preservice training for rural teachers evolve around the willingness of local education agencies to interactively collaborate with college and university special physical education programs.
