Abstract
New financial incentives from the Centers for Medicare and Medicaid Services, along with new user-friendly technology, may be the impetus for a significant shift in ownership of health records from providers to patients. An evaluation of an early patient portal implementation, including a usability study with potential patients, a mapping of technical workflow for implementation, and a survey of physician users is presented. The results from the 2008 survey are compared with current studies, showing that, despite advances in technology and patient attitudes, until now patient portal utilization has barely grown, due in part to stagnant opinions and work routines among the clinician user community.
