Abstract
This paper examines effective reform measures for Korea and Morocco. In the economic development model presented in this paper, the unbalanced growth strategy emphasizing ‘all-out effort for export expansion’ was proposed for rapid economic development during the first half of industrialization. The balanced growth strategy emphasizing ‘technological self-sufficiency oriented import substitution’ was proposed for rapid economic development during the second half of industrialization. This paper examines the types of economic cooperation between Korea and Morocco. The methods of economic cooperation could be devided into two categories; spiritual one and substantial cooperation. This paper suggests that the former should precede the latter because substantial economic cooperation would easily fail without spiritual readiness for economic cooperation.
