In September 1899, The United States declared the open door doctrine to other powers involved in Russia. By this time the United States not only Understood that they could not secure Russia's full recognition of the open door doctrine but were also afraid that Russia would not even respond to the American. This paper looks at the process of acquiring Russia's full recognition of open door doctrine and seeks to offer a resume of the revised approach to this subject.
