Abstract

This article provides a critical analysis of the EU Employment Policies legal framework. The need to focus on both the quantitative and qualitative dimensions of labour is highlighted in the first part. The second part deals with the quantitative aspects, addressing the Employment chapter, State aid, and the freedom of movement for workers.

The third part discusses the qualitative side – providing an overview on the EU labour law – and addresses the limitation of the EU’s legislative powers and the need for minimum labour standards. The conclusion underlines the difficulties to get further hard law and the soft law inadequacy.
