Abstract
The large number of exo-planets being discovered now raises the question, “If we are not alone in the universe, why haven’t we detected radio signals from those other civilizations yet? Are we doing something wrong, will we ever receive an intelligent radio signal from an alien race, or are we really all alone?” A concept is proposed to explain this discrepancy.
