A common source of confusion is whether the concept of PHC Includes primary care as a component of health systems. The PHC review found it helpful to concentrate on PHC as a clear set of PRINCIPLES which should inform policy making as Member State governments pursue Improvements in health for their populations. These principles have clear implications for the development of health systems and the primary care components of those systems. They also have clear Implications for the development of wider social policy in Member States, as that relates to population health.
