Abstract
Continuing our new series on the politics of the health service, the following article contains extracts from the keynote speech by Alan Milburn, Secretary of State, on 22 November 1999, Since then, of course, we've had the budget, with its promise of significantly more funding for the NHS. Is this Government at last about to deliver on its manifesto pledges? It is clear from this article, and from Government pronouncements since, that they believe nurses can make a difference, and that education is a key factor in this. As a Senior Lecturer, I would not argue with that, but knowing as we all do the pressures on the service at present, is education an appropriate place to start the change process?
