Abstract
This article discusses the effects of instability on the promotion of Brazilian audio-visual production during the rule of the Bolsonaro government. The research was guided by the following question: How did independent producers and Ancine executives perceive Bolsonaro’s role in implementing the policy for audio-visual production? Responses to questionnaires were analysed using a multilevel mixed-methods approach, based on historical institutionalism and the policy dismantling model. The investigation indicated a widespread perception that government actions were detrimental to the sector, weakening Ancine and financial mechanisms via budget cuts and instability. However, Ancine’s foundations and producers’ resilience enabled them to resist these pressures.
