Abstract
John O'Neill is a lecturer at the Educational Management Development Unit (EMDU) at the School of Education of the University of Leicester. In this paper he reports upon a small-scale comparative study of management development in a variety of public and private sector organisations in the West Midlands. The intention of the study was to seek evidence of good practice which might be relevant to the exercise of effective management development in education. The author builds upon the recommnendations contained in the Report of the School Management Task Force published in 1990 to propose a school-based management development model which focuses upon the crucial role of the team leader.
