Stephen Horne is a Lecturer at St
Helens Community College. In this
paper he considers the work of a small
LEA as it sought to implement change
in community education and in
TVEI. In order to try to shape and
inform his understanding of the
process of change the author draws
upon loose-coupling theory. In the
final section Horne attempts to draw
some rather more general lessons about
the mechanisms of change which might
assist change agents who work at the
LEA/school interface.
