from COSMOS through OTTOs to LEATGS, there is now a history of schemes for management development in schools. This article presents the findings of recent surveys by the NDC of LEAs and other agencies. It suggests the need to implement current education reforms conflicts with attempts to develop a systematic approach. The authors are at the NDC.
