Five educational coordinators were appointed during the mid-1980s by
an LEA to manage major initiatives.
Working at 'sub-adviser' level, they found
difficulties over status and security, and
resistance to their projects. Coordinators
could not see how the skills they were
acquiring might be further used by the
LEA. The authors are, respectively, with
the University of Newcastle upon Tyne
and Newcastle LEA.
