The purpose of this paper is to apply
standard normative criteria for
judging public sector resource allocation
decisions to the rules for determining the
distribution by LEAs of budget shares to
schools and colleges and for regulating
the spending of these budgets by
governing bodies. A crucial preliminary
issue is the selection of criteria — the
criteria used for making such judgements
are efficiency, effectiveness, equity,
accountability and choice.
