At the end of a recent paper on school
improvement Holly (1986) reflects
impishly on the theme of 'Where Eagles
Dare' and looks forward to an
educational bestseller with the title
'Where Turkeys Soar'. It is in this
spirit, when everybody is beset by
difficulties and the idea of implementing
the Education Reform Act provokes
shudders of apprehension, that I seek to
provide an appetiser — if I may be
allowed to mix my metaphors — on the
'soaring turkeys' theme.
