Abstract
Defining problems and moving them to the agenda are two essential elements of the policy formulation process. This case focuses on how the condition of student diversity at Mountain State University came to be defined as a problem, and the actors and processes that led to the formation of a policy addressing this issue. The case can be used to develop discussion on the policy formulation process, or for evaluating the effectiveness of policies developed to increase or enhance the participation of students of color in higher education.
