A field study of ATV operators was conducted in 1988 and 1989. Observations and interviews of riders in six states determined the effect of law and training on rider behaviors. In areas where helmet use was mandatory, use increased by a factor of 15.2 over areas where it was not mandatory. Training was found to increase helmet use by a factor of 4.3, independently of the law effect.
