Abstract
This paper begins with a discussion of the problems resulting from the fact that human factors requirements are not considered early in the development of systems. The requirements to integrate human factors concerns into the system acquisition process are then described, followed by a definition of how human factors can and should be implemented in the earliest stages of system development.
